Do teachers still have to be Deltas to be promoted in Baltimore City Schools

Former Mayor of Baltimore City, Sheila Dixon , did an interview and talked her life and her motivations. During the interview , Dixon pointed out at during her time to receive a promotion in the Baltimore City Public School System that a teacher had to be a Delta or affliliate with some type of sorority or fraternity. Although Dixon has a nice pension, many feel she should not get back into politics.
