All candy is not good candy. For example, many of us goto various peoples offices that have candy in it. They offer you the candy and sometimes you take it regardless of the reason you are in the office.
Rawlings-Blake may or may not have visited a developers office but, she is accused of taking the candy. The Baltimore Brew is reporting about a 16K donation the current mayor received from a large developer.
