Man called a faked in Bomb threat and was arrested.

On 01-17-2011 at about 0815 hrs. Richard Roy called the Dauphin County Emergency Management Control office and reported that a bomb was in the Harrisburg Hospital. He was specific, saying that it was in a restroom on the first floor near a security desk. He identified himself and told a dispatcher that he was at the parking garage of the hospital. . Roy called a few more times as emergency responders and hospital administration and security took measures to protect the people at the hospital. . The emergency room activities were altered significantly. A Capitol Police Department bomb dog handler and partner were activated as well as the Pennsylvania State Police Bomb Unit. Both responded. . Roy finally called again at about 0920 hrs. and reported that the bomb was fake and the alarm was false. He was ready to surrender, reporting that he was at the Wal-Mart store in Swatara Township. He was taken into custody at that store by officers from the Swatara Township Police and taken to the Harrisburg Police Bureau. . The device was removed under continued threat protocol. It was determined to be a battery charger wrapped in duct tape and it had a wire protruding from one side. The rest of the emergency center was searched for any other devices. None were found. . Roy was charged as noted and placed in the Dauphin County Prison in lieu of bail.
