This is an election year and ,the political sales persons are showing up in full force to talk to people and sale themselves as the best candidate for the political office. 1. Appoint heads of departments and other county administrative units, as well as the employees of his own office. Some appointments are subject to legislature approval.
2. Supervise the internal structure, organization and administration of each department and unit of the executive branch of the county government, including the appointment and dismissal of employees.
3. Appoint, supervise and terminate all executive committees, commissions and boards and serve as an ex-officio member of each to help plan, formulate and administer policies and programs.
4. Approve or disapprove every proposed local law or ordinance adopted by the legislature.
5. Serve as chief budget officer of the county and prepare the annual county budget.
6. Determine and fix real property tax equalization rates among the tax districts in the county.
7. Make, sign and implement contracts on behalf of the county.
8. Declare emergencies affecting the life, health or safety of county residents and exercise powers and duties necessary to protect them.
9. Make recommendations to the legislature with respect to the affairs of the county and its government.
10. Approve and oversee a uniform system for the supply of goods and services to Onondaga County and all its units. Also oversee the purchase and sale of all materials, supplies and equipment.
